1. After a detailed discussion on initial action by the Bureau
of the Budget in connection with our budget presentation, the Comp-
troller and myself agree that we should authorize the preparation of
Tables of Organization by Offices based on our original budget pres-
entation. This will provide moans for appropriate priority determin-
ations for personnel procurement and security clearance purposes
based on our ultimate target and will provide a maximum over-all tar-
get toward which we should bend every possible effort.
2. In general, according to the Comptroller, the reduction sug-
gestions by the Bureau of the Budget were based on an opinion that
the personnel objective was impossible of accomplishment, rather than
on a determination that the majority of the people are not needed to
perform our mission.
3. In view of the specific comments made in connection with the
very large OCD increase in proportion to its present strength, it is
recommended that you instruct the Advisor for Management to conduct
a Management survey of this Office in connection with the determina-
tion of its final personnel needs. However, pending the outcome of
such a survey, it is still recommended that the AD/CD present his per-
sonnel procurement and priority needs on the basis of the over-all
total initially presented.
