MEMORANDUM FOR: Chief, Management Staff
SUBJECT: Proposed Table of Organization for the Office
of Scientific Intelligence
1. The Office of Scientific Intelligence pr oses a revised
table of organization to reduce the present T/O of to a total
equal to the current authorized personnel ceiling o Together
25X9 with a proposed deletion of OT/O positions are proposals for the
transfer of 7 T/O positions within OSI components and reclassifica-
tion of 5 T/O positions.
2. The proposal as submitted in Tab A, dated 27 August 1954,
reflects the T/O and ceiling authorized as of that date, which was

T/O and ceiling position of one, then in process of being trans-
ferred from ORR to 0SI (this transfer was subsequently approved by
the DD/A on 18 September 1954. Not included in the proposal as
submitted is the increase o~T/O and ceiling positions for the 25X9
ELINT Branch, Physics and Electronics Division approved by the DD/A
on 13 September 1954-
3. Approval of this proposal would not increase the personnel
ceiling of the Office of Scientific Intelligence.
4. No significant budgetary implications would result from
the proposed Tchanges.
5. Functions and responsibilities of other Agency components
are not affected.
6. In view of the small number of personnel proposed for the
Plans and Control Branch, Intelligence Production Staff, the Manage-
ment Staff recommended, and OSI concurs, that the sectional breakdown
of the Plans and Control Branch be deleted and that the 6 T/O and
ceiling positions be listed under the Branch organizational com-
ponent.
7. It is further recommended that the proposed table of
organization for the Office of Scientific Intelligence as listed
in Tab A and modified by paragraph 2 of this memorandum be approved
subject to ssification review.

1. A proposed revised Table of Organization for the Office
of Scientific Intelligence is submitted herewith. This T/O reflects
a reduction from the present T/O of to a total equal to the

will also be noted that this proposed T/0 does not include the
25X9 requested increase of =positions for the ELINT Branch, P&E Division.
