MEMORANDUM FOR: Deputy Director for Science and Technology

SUBJECT : Request for Approval for Publication of
Technical Paper
1. This memorandum contains a request for your approval in
paragraph six.
2. I have prepared an unclassified manuscript in final draft
form entitled, "A Pilot Course in Engineering Systems Analysis".
The paper has been accepted for presentation at the 79th Annual
Meeting of the American Society for Engineering Education at the
U. S. Naval Academy the week of 21 June 1971. The paper represents,
in a non-attributable form, the unclassified course design of a seminar
that has been conducted by DD/S&T throw h OTR 25X1
Chief, ISS/OTR and over the past year. (A
regular internal report is in progress on is course pending completion
of the final session in early May. )
3. The paper would be jointly authored by Dr. R. Spooner of
Bolt, Beranek and Newman with myself. Dr. Spooner is not cognizant
of the contents of the attached manuscript which I have prepared
independently pending this request for approval. He has taught the
bulk of the sessions of the course under a current Agency contract and
would properly be a co-author. He is on the staff of Catholic
University as a visiting lecturer in electrical engineering.
4. If acceptable I would like to be identified as an employee of
CIA for two main reasons:
a. The course format and content has been cited as
innovative and original in design to attack a growing
problem area in government and aerospace technical

groups. It has been conducted at a graduate level. It
is suggested that it would be advantageous for the Agency
to be identified with this tutorial role in the Federal
milieu.
b. A critique on the structure and the sequence
from the crossection of professional technical educators
at the meeting would redound to the benefit of the
training posture of CIA in this key area of engineering
systems analysis.
5. I have been a member of ASEE since 1957 and have participated
through committees and other work since an earlier service assignment
as Assistant Professor in electrical engineering at the U. S. Coast Guard
Academy.
6. It is requested that approval be granted for the presentation
of this paper entitled, "A Pilot Course in Engineering Systems Analysis".
