MEMORANDUM FOR: TIM RECORD
SUBJECT: Trip to Fort Bragg to Witness Firing of
4.5" Leaflet Rocket
1. On 23 June 1953, the undersigned left for Fort Bragg to
attend scheduled firing tests of 4.5" Leaflet Rocket.
2. Main contact and work was done with Captain Leonard Kleckner
of Psychological Warfare Board and Mi*. Branch Fleming of Redstone
Arsenal ? project engineer on the rocket.
3. After firing twenty of the fifty rounds, it was discovered
that the tetral booster on the time fuse Was too powerful for its
intended use which is to eject the leaflets from the shell. This
booster was punching a hole through base of the leaflet can and
burning a good percentage of the leaflets.
4. The tetral booster is going to be replaced with 10 grams of
black powder and as a result the round should function properly.
This change will be made at Redstone by Mi*. Fleming.
5. The undersigned considers this trip as a very profitable
one. The whole leaflet problem from the Psychological Warfare
point of view has been discussed and their needs and objectives are
clearly understood.

this weapon through Office of 000 and Col. Stanley's 50X1
Office of Psychological Warfare. At such time when the Psychological hc, %
Warfare Board submits a report of their evaluation of this weapon 0Cf" - j,,.x.e.,K
to obtain a copy and furnish recommendations to Chief, TSS/MD on
