1. On 11 November 1959, submitted a 25X1
quotation for Idsnti-Kits via our letter, serial No. 1284/1586. This quotation
formalized information which had been previously furnished over a period of
months previous to the date of that letter.
2. In accordance with our telephone conversation of 8 December 1959,
Townsend Engineered Products is pleased to furnish the following additional
information. We will fabricate and deliver 100 Ideati-nits in accordance with
Drawing #100849, for the price of $26,115.00. This_quotation is based upon the
packaging of the units in accordance with customer's commercial practice and
shipment via motor truck to Washington, D.C. Charges for shipment via air freight
or other premiv a method will be based upon the difference between premium trans-
portation rates and motor truck rates. (This difference is approximately $9.00
per 100 pounds. The estimated shipping weight for the proposed order is approx-
imately 700 pounds).
3. in the event that you desire handbooks, we can furnish them for
a total price of $385.00 for 100 books with conditions similar to those set
forth above regarding shipping charges.
4. This quotation is predicated upon entering into a negotiated
contract on your Form 1398, with Schedule Form 1412 and General Provisions
Form 1424 attached. Enclosure-(a) is an estimated price analysis for this
quotation.
5. The following specifications and drawings will apply to this
quotation. Each Identi*Bit consists of one Kit Assembly, Drawing #100849, one
Make-up Tray Assembly, Drawing #100850, one commercial bingo shipped loose and
available for assembly in leather case similar to those previously furnished,
and 515 printed foils plus 4 color slides.

6. These foils shall be printed in accordance withL__] Specification, 25X1
S-1001 as revised 4 August 1958. All foils shall be notched in accordance with
Drawing #2313-030, except that the notches will be on two edges of the foils.
This enables the foils to be utilised in both the normal manner and in the reverse
arrangement. This procedure is somewhat cheaper to fabricate than the selective
double notching previously furnished on the experimental orders and is in
accordance with the commercial practice of Townsend Company Identi-Kit Division.

not included in the previous experimental order, but are included in our
cousrercial version.
7. we will also furnish 110 printed handbook inserts of H111, Uh12
and T28. These printed inserts will be suitable for mounting in the handbooks
already delivered. In the event that new handbooks are ordered, these loose
Inserts will not be required as they will be incorporated within the handbooks.
8. We wish to call your attention to the 10-21/32" dimension on
Drawing #100850, Make-up Tray, This dimension is increased over that of the
tray furnished in the experimental sample as the original tray is apparently
too tight for convenient use. We request that you check this increased dimenn-
sion with your carrying case to make sure that this enlarged dimension will be
satisfactory. In the event that this is not acceptable, we will be glad to
decrease it to suit your requirements.
9. Shipment can be made on this order within 100 calendar days after
receipt of purchase order or authority to proceed providing said purchase order
is received on or before 31.December 1959. Any delay beyond this date may
require additional time for performance because of scheduling difficulties.
10. We thank you for the opportunity of bidding upon your requirements
and hope that we may be favored with a contract for this procurement.

Specification for Printed Process Identification Foils
A. Application
The identification foils specified herein are part of a patented identifica-
tion device in which individual foils, each containing specific facial
characteristics, are utilized as overlays and built up, one upon another.,
to establish an over-all facial expression for police identification pur-
poses.
B. General Requirements
. Fabrication
Identification foils will be subject to hard handling and continuous abrasion.
If an uncoated printed sheet is to be furnished, then prior to delivery the
printing ink must be reasonably set and fixed to the sheet to withstand a
reasonable amount of abrasion without smearing. If laminated or overlay
construction is to be used, fabricator must guarantee that under normal
operating and environmental conditions, the identification foil will not
delaminate. Liability for such delamination will be limited to replacement
of the defective foils.
C. Applicable Specifications
1. The following specifications for clear plastic sheet and films in effect
on date of Invitation for Bid shall form part of this specification.
