During the early phase of the File Destroyer Production, Contract
067-0111-9, Task Order 1, sevewl problems became apparent which required
the expenditure of engineering effort In order to resolve them.
The primary problem encountered wag the repeated non-compliance
of the drum manufacturer with major specifications which required
reshipment of a carload of materials and extensive negotiations with
the sub-contractor. In addition, and at the request of the Project
Officer, a considerable effort was expended in design detail., which:
the sub-contractor was reluctant to solve. After this design was com-
pleted and a prototype submitted and accepted, the parts were put out
for manufacture. During this period., a further change occurred and
the Project Officer authorized the cancelling of the above parts and
requested the purchase of 255 new unmodified drum covers.
In addition to the above effort, the weight of sodium nitrate per
unit wasincreased from 170 to 200 lbs., which necessitated the pur-
chase of an additional 7500 lbs. of the oxidiser. Further, on testing
the first unit prior to loading the full lot, it was noted that the
screen wire was not sufficiently strong, nor was it large enough. A
total of three testa were performed before a satisfactory screen was
found and authorised for incorporation in the kits.
The additional funds requested in the attached cost breakdown
do not constitute an overrun in the framework of the original con-
tract. Rather, they redact the additional purchases and extra en-
gineering effort necessary to effect the changes. For these reasons,
it is expected that the additional fee be granted as included in the
cost estimate.
