1. Description of the Pro ect
This project will be a research and development effort leading to
the fabrication of five (5) modified inward opening cargo door kits for
the C-54 type aircraft. The kits will be of such nature as to allow for
installation in the field. The initiation of this project was requested
by PPS /AD.
2. Purpose of the Project
To aid in confirming the installation procedure and insure proper
relationship of door to airframe opening, as well as operation, a simu-
lated aircraft door area mock-up is necessary. This proposed full size
model airframe section will serve as a test jig fixture for the prototype
and production model doors (coat: $6,662.10).
For the purpose of aircraft accessability, both from a loading stand
point and rescue operations, it became necessary to redesign the cargo door
closure arrangement. Including this feature increased the complexity of the
door design and associated latching mechanism.
In addition, it also became necessary to change the initially con-
ceived single curvature door design to the compound curvature form of the
aircraft. This change was required from an aerodynamic view as well as the
security aspect of aircraft identity (coat: $29,206.52).
In addition, an overrun has been experienced by the contractor due to
the unforseen complexity of the project. Many items require hand fabri-
cation and do not lend themselves to production methods. (Cost: $32)999.19)
The contractor's proposals for the above work have been broken down into
prototype costs and production costs. Based upon the agreement with
OPSER/AIR Division, TSS will assume only the prototype costs while OPSER/
AIR Division will assume the four (4) production model costs. This arrangement

3. Recommended Contractor
Based upon the teennical ac round "^'
and fabrication facilities of this contractor, it is felt that this firm
is well qualified for the project.
4. Total Cost
The total cost of the change in scope of this project is estimated
at $35,868.62. OPSER/AIR Division will transfer a total of $17,278.27
to TSS to cover the production cost portion of the program. An extension
in time for this task is required for a period of five months.
The total cost of the overrun portion of this program is $32,999.19.
OPSER/AIR Division will transfer a total of $19,062.03 to TSS to cover the
production overrun cost of this program. The total cost for both the
change in scope and overrun is $68,867.81. (Totals: TSS - $32,527)51;
OPSER/AD - $36,340.30)
It is suggested that TSS advance the necessary funds to cover the
change in scope and overrun costs in an effort to expedite the administra-
tive portion of this program and await reimbursement from OPSER/AIR
Division for the production portion of the program.
Charges are to be made against Allotment Number 9-2502-75-901.+
5. Support Requirements
There is no support required from other Government Agencies; however,
this program is fully coordinated with OPSER/AIR Division, Major R.
Duckworth.
