The following describes tentative requirements or desired operational
characteristics of powered lighter-than-air vehicles as it is now planned
they be utilized. They must be regarded as tentative and are considered
at this time only as a possible aid in the emphasis on certain areas of
the general research effort. It is desired that these characteristics
be discussed fully at this time and at such time as all parties concerned
with this effort we in agreement the desired characteristics viii be set
forth in final form and may serve as one of the major considerations in
directing the remainder of the effort.
Two general operating, characteristics are envisioned at this time
that will probably result in t o types of lighter-than-air vehicles. One,
a very high altitude, long "range" vehicle capable of extended flight
duration
