CONFIDENTIAL 0 e.A.d._s- 2? , In replying please address: Dear Sir: September 7, 1960 7, As a result of recent discussions with your technical representative, we are submitting herewith a proposal to provide engineering assistance in connection with the refurbishing, on a selected basis, of the Model 1, Type 1, paper-burning incinerator which is now under field evaluation by your technical representatives and their associates. The first experimental Model 1 incinerator, prepared under Task Order No. Z, has been in operation under field conditions for approximately one year. The louvered liner, or combuition chamber, of this incinerator had been constructed of Type 304 stainless steel and had been designed with slip joints to permit detachment of the cylindrical midsection from the upper and the lower conical sections. During field service and under conditions of maximum burning rates, the lower joint has warped badly and consequentlia gap exists between the sections. In connection with the second prototype, namely, Model 1, Type 2 the design had been changed to permit each part of the disassembled unit to fit through a standard, 33-inch-wide doorway. At the same time, the slip joint had been eliminated and replaced with a more heat-resistant type of joint located higher up on the cylindrical part of the liner. A more heat-resistant grade of stainless steel, Type 310, was also specified for the liner Parts. The four production units which have been manufactured by a commercial fabricator embody the above modifications. In view of the warped condition of the present liner in the Model 1, Type 1 unit, your technical representatives are interested in replacing this liner with one of the latest production design. A proposed program in this connection is described below. The objective of the proposed effort would be to provide engineering assistance in the installation of a new liner in the Model 1, Type 1 incinerator at its present site. As currently contemplated, this effort would be directed toward: the design of the present Centering spider for use as an adapter in fitting the new liner to the Type I shell; preparing an adapter in our laboratories; providing guidance and help in the installation, of the liner and a new grid in the unit at the site; and conducting an operational check of the "cold"-air-flow and paper-burning characteristics of the unit after the refurbishing is concluded. It is estimated that the proposed activity at the site could be performed by a selected member of our technical staff in one day. We understand that an electric-welding machine and operator, and an assortment of hand tools and the like would be available at the site. In addition, the new liner would be 7' CONF1 ENT1AL a t. Further, it is our understanding that,the spare grid which had been furnished originally with the Model 1, Type 1 unit is currently at the site; we anticipate that this component will fit into the new liner after the slots in the upper cone of the new liner are modified slightly. It is contemplated that the arrangements pertaining to the effort to be performed at the site would be coordinated by your technical representatives, and that the date would be selected on the basis of mutual agreement. Liaison with regard to the proposed effort would be maintained during periodic visits of your technical representatives and via telephone. At the end of the proposed contract period, a summary letter report would be submitted that described the activity performed. We propose to undertake this effort over a period of two months, starting on the date of acceptance of authorization from the Contracting Officer to proceed. The proposed effort could be conducted under Task Order No. TT. The Work Order would be a period-basis research agreement; it could be similar in form to that used previously under Task Order No. KR and the same administrative procedures would be followed. The Work Order would require only that the effort be directed toward the objective outlined above, within the limits of the time and funds provided. ESTIMATED COSTS It is expected that the cost of this research for the period indicated above may be distributed approximately as set forth hereon, subject to the understanding that this allocation is merely an estimate, and actual costs incurred may vary from the categories shown. It has been determined that these estimates are reasonable and consistent wittl established policies as approved by cognizant Government representatives. These policies are briefly discussed below and will be followed in determination of the actual costs hereunder. Materials, Supplies, & Misc. Including purchase orders and any equipment which may be purchased as necessary in performance of the research. Materials, supplies and equipment charges of $25 or less are excluded from this item. Miscellaneous includes such items as postage, telephone, telegraph, freight, express, etc. $ Nominal Use of Equipment Includes actual use of specialized technical equipment at a rate established for each item of equipment. This rate is based on depreciation, maintenance, utilities, and other expenses necessary to the operation of the equipment. Technical Services Travel Nominal Includes operating expenses of research and service divisions charged only to the contracts active within each division on the basis of the direct services provided. Nominal Includes the actual cost of transportation and reasonable actual subsistence expenses. An allowance of ten (10) cents per mile for necessary travel by privately owned conveyance is included in lieu of the cost of such travel. Regulation 3-704.1, 'Negotiated Overhead Rates", this is a provisional rate for current reimbursement, which has been arrived at by negotiation with Government representatives, and it will be subject to retroactive revision to the "actual" rate agreed upon with them for each calendar year following a detailed audit for that year. The item of overhead includes general research, charges of $25 or less for materials and supplies, and other categories of costs customarily included in our overhead account. Cash discounts on all purchases will be credited to overhead, instead of to the amount of the purchase. scrap of appreciable value will be credited directly to the project.
