CIVIL SERVICE RETIREMENT
der Part III of the Postal Service and Federal Employees Salary
Act of 1962, the Civil Service Retirement System became the first
maj r staff retirement plan to tie automatic annuity increases to future
up ard adjustments in the cost of living.
he Act also provided for an initial cost-of-living adjustment in the
an uities of already-retired persons. On May 17, 1963, an appropria-
tio law providing funds for this increase was approved.
? ithin the short span of 2 weeks, the job of computing, certifying,
ssuing, and mailing annuity increase checks to the more than 600,-
00 already-retired employees and survivor annuitants was com-
is leted.
? ' ound-the-clock operations on the Commission's electronic com-
puter and unstinting cooperation of the Treasury Department's
Washington Disbursing Office made completion of this job possible
in so short a time.

This balance is not a surplus. The Comm salon estimates that, as of June 30,9903,
the unfunded accrued liability of the Civil Service Retirement System was $32,654
million, This figure does not include any amount for benefits provided by Part M
of Public Law 87-793; if such benefits were considered, the figure given would be in-
creased by $1,406 million. The estimated normal cost of the system Is 12.28 percent of
payroll, exclusive of Part III of Public Law 87-793, which, if considered, would in-
crease this figure by 022 percent of payroll.
The foregoing figures reflect a revision from 3 percent to 31/2 percent in the assumed
average interest earnings rate for purposes of actuarial valuation, as of June 30,1906.
