PROBLEMS OAT WHICH ELEMENTS OF DDIP CAN RENDER
ASSISTANCE TO THE PROCUREMENT DIVISION
1. The PD/LO will be able to render faster and more efficient
service in the procurement of materiel for organizational elements
of DD/P if the requisitions which it receives furnish accurate nom-
enclature and stock numbers in the case of standarized military or
commercial items.
2. In the instances of non-standard items these same results
will be obtained if accurate and complete specifications, and drawings
if applicable, are furnished so that this division will be able to
negotiate or advertise in a manner which will produce exactly the
items desired for the requisitioning office.
3. The matter of lead time is also important as to the efficiency
of the manner in which procurement is effected. If the lead time is
adequate, a more thorough survey can be made of available sources. This
will result in the Government obtaining the best possible prices. In
addition, the very fact that enough time is alloted for solicitation of
supply sources in itself may provide earlier delivery through locating
the sources which have the items on hand or have facilities available
for swift production.
