Tb. Fr.eidant hat issued an Executive Order ettab1ihing minimum
Lor the ci eifications tranamission and handling of classified
on in the Fxecu ive Branch of the Government.
Copies of this Executive Order will be distributed at an early date.
While by necessity the CIA Security Regulations require standards generslly
higher than thove prescribed therein* I desire to bring to the attention of
every employee that the principles and intent of this Order must be faithfully
carried out.
Certain modiftoations in our procedures will be requtz'ed nd will
be incorporated in changes in our Regulations. The most important of these
changes are:
The designation or marking of RSECDRIT N hMATIONwhich
must be applied to all documente or materi3. the vafeguarding
of which is necessary in the interest of national security.
More precise measures to insure that adminiatrative information
of the Central Intelligence Agency which dose not indicate in-
telligence vources and methods iv not designated as "SECURITY
INFORMATION".
(3) Stricter control ,147 all :senior otflciaiE to avoid o rclavsi
fication and to insure prompt declassification when appropriate.
The CIA Security Officers through the Deputy Director (Administration
has been instructed to control and gaide all concerned in thu implementation
of this program throaghout the Agency, to make a survey of the classification
and declassification procedure now in effect and to prepare necessary changes
in regulations and procedures.
