1. On 27 Nov 57, while discussing the polygraph program
with the Director of Security, he stated that personnel who are
being converted from staff agent to staff employee need not be
nol.yoraphed if each has been polygraphed favorably within a
year or so of the time of the conversion and the security file
is clear.

2. The Director of. Security also stated that, in regard
to senior grades returning from overseas (11,.'s and above), he
felt that the Chief, Personnel Security Division, with the
concurrence of the Deputy Director of Security, PPS could waive
polygraph interviews of these personnel, if the last polygraph
was of recent date and favorable and no question exists in the
security file of the Subject. In discussion of this with the
DDS/PPS, he suggested that the Chief/P$D sign off on all such
cases, unless he felt there was some question in a case which
should be referred to higher authority.
3. The Director of Security also stated that he personally
wished to see any case involving re-polygraph of overseas returnees
of senior grades where a recommendation has been made by the Chief,
