the following statement:
"V ith reference to your opinion that the :NNIA possesses
adequate authority to take over this security activity,

Board's functions embrace the entire field of classified
information in civilian agencies and are not necessarily
restricted to foreign intelligence. Nevertheless, it
would seem the question you raise. is one that can be -re-
solved at any time between NIA and S [NCC if the .iorirer
or~;a::izatisr agrees with your views. As a matter of fact
I an sumo that SDNCC would have no objection to trans-
.ferring this :'unction to another agency if it could be

10. When was designated the Director's liaison officer
with the Security Advisory Board he concurred in the prevalent view that the
,functions should be placed eventually under the U.1.A. (0.1.0.) (uet?orandu;r,
for the Director dated 30 April 1946) but. felt that, in view of C.I.G.'s
early organizational status and lack of personnel, the functions of the
Security Advisory Board should remain under S1t;CC for a brief period of
observation.
11. Cbsorvati on has in no way aodil"ied the o arlit'r general opinion
that the Security Advisory EoaLd's functions may best be performed within
the ram;. e wwwrork of the C.I.G. organ; zation, and it is accordingly reco,;a;,Uruled:
