This 25X1A2d1 program is dying a slow death through inability to effectively get t pro- gram under way. The only additional security factor affecting I&SO under the table of responsibilities is Item 4, namely, security en route of trainees from to United .Stated and return. This matter was discussed with OPC. OPC now has on their roles one security escort officer assigned to this duty. His responsibilities have been limited and he has been actively utilized only a short period during his employment. OPC agreed that they would keep this escort officer on their roles, would detail him to I&SO where we would keep him busy and when any escort duties were required, I&SO would return him to OPO for the job in question. His escort duties and responsibilities would be outlined to him in such instances by the Special Task Group of OPC. GPO also has on an intermittent contract basis three other individuals who can be utilized when the occasion demands for escort duties so that if the services of more than one man are required;, these three individuals can be used and ISO will not be called upon to furnish additional personnel. I signed this paper as presented, although the paper does not spell out the above conditions and circumstances. however? our understanding adequately protects I--SO from being required to furnish additional personnel. . UNITED STATES GOVERNMENT TO FROM SUBJECT: Deputy Chief, I&SO DATE: 6 September 1951 Chief, Security Control Staff Memorandum for CPO dated 6 August 1951, from 25X1A9a Chief, Task Group 'SP re Allocation of responsibiilitiesAfor g 25X1A2g Indigenous Training Program Pursuant to your request, the proposal contained in paragraph 2 of attachment, has been reviewed by Chief, SSD, Chief, Physical Security Branch and the undersigned. It is our unanimous opinion that the security of trainees to and from the training area should rest with the Project Officer rather than I&SO, for the following reasons: _A' A 1. I&SO would not be able to furnish the clos e supervision of such an activity, without the assignment of personnel to the actual operation of transporting the trainees. It is not believed that I&SO has personnel available for such assignment at this time, and it is not considered feasible for I&SO to assume the responsi- bility for personnel assigned from another office for this purpose. 2. It is not believed to be consistent with good management practices for this office to accept the security responsibility of a single phase of the project, which is primarily operational in nature. On the con- trary, If should have overall security responsibility for the entire operation (which it appears to have from Enclosure 2) and furnish security guidance on all phases of the project. The Physical Security Office and this Office are prepared to give such guidance as falls within the functions of the respective offices.
