This letter provides information on The National War College (NWC) procedures for student evaluation. 2. In order to assure comprehensive student evaluations, starting with the Class of 1975 the NWC will use the inclosed NWC Academic Report form for end of year student ratings. The inclosure displays the standard comments which will be used as appropriate. Each report will also include an individual "word picture." 3. For reports on the Class of 1976 and thereafter, recommendations on promotion potential will also be included for selected students as shown on the inclosure. Those recommendations will be based solely on attributes observable during the NWC academic year. It is believed that such recommendations will prove useful for personnel management. as Colonel, U. The course has been evaluated as equivalent to a professional graduate degree in U. S. foreign policy and national security affairs. The (No. )students are selected from the military services and civilian agencies of the U. S. Government. COMMENTS (Rank) (Name) successfully completed the course, which included a three-week overseas study tour consisting of an intensive schedule of meetings and discussions with senior U. S. and foreign military civilian officials. (Note: Enter one of these two remarks- -electives or research paper.) He/she com- pleted elective courses in economics, problems of developing nations, European area study, professional ethics, and Vietnam appraisal. His/her research paper on (Title) was judged to be outstanding and a copy was forwarded to the (Chief Svc /Agency) and appropriate agencies. Criteria for selection for attendance at The National War College include the require- ment that the student be potentially qualified for promotion and for positions of increas- ing importance and responsibility. Based on factors observable here, (Name) gave every indication that he/she met this requirement. (Rank) (Name) was designated a Distinguished Graduate of the Class of (Yr.). Only (No. )members of the Class were so honored. This distinction is awarded to those students who demonstrated sustained superior performance and used their time at the College most effectively throughout the year. (Note: For use as appropriate for Class of 1976 reports and thereafter. ) On the basis of attributes demonstrated during the NWC year, this officer is one of a select few whose candidacy for accelerated promotion should be closely monitored.
