During his service on the R&D Planning Staff, I have been impressed by his excellent performance and the exercise of initiative and intelligence he displays in carrying out his assignment. Not only has he demonstrated growth and dedication. to solving Agency problems during the time I have known him, but he also has the knowledge 25X1 A background essential for advancement in the C.I.A. Based on Mr. demonstrated. capability and performance I have recently recommended him for promotion to GS--14. Mr. formal education is in engineering and management. 25X1A As a member of the RJD Planning Staff, he serves the Associate Deputy Director for Science and Technology and is responsible for assessing objectives and adequacy of the present and planned research and develop- ment programs of the Agency as assigned. His position requires that he deal regularly with senior officials within and Intelligence Coimnunity. Prior to joining the Staff, Mr. ""iiprovided technical 25X1A direction and management of the Technical Surveillance Program in the Office of Technical Services, and support to other government Agencies on matters relating tc that Program. As a graduate of both the Mid-Career Executive Develo nt Course and the Advanced Management Planning Seminar, Mr. has prepared 25X1A himself for continued advancement in Agency service Ecperi oc better understanding of the legislative process whici wi him for larger responsibilities in Agency planning. Approved For Release 2000/08/28 : CIA-RDP78-04202A000100140012-6 Approved `For Releas'000/08/28 : CIA-RDP78-042020100140012-6 FELLOWSHIP IN CONGRESSIONAL OPERATIONS STATEMENT OF NOMINEE The flux of a citizen constituency, the pressures of a lobbyist's prejudices, the interpretations by the media and the political ambitions of a Member must interact in the Congressional environment to influence each Member's response to emergent national issues. With the 94th Congress moving toward legislation affecting the Intelligence Community, I seek knowledge of the factors which influence the overall legislative process. As the Intelligence Community assembles and exploits information for its consumers to provide insight into international issues, so too is the Congress now seeking in the creation of the Office of Technology Assessment to'develop its own evaluative mechanisms. I seek an insight into the environment in which these evaluative mechanisms are being established and the natures of those mechanisms. As a Fellow I would welcome experience with Members of the Freshman Class of the 94th Congress who may themselves be experiencing initially the factors which influence the legislative process. I would also find valuable an association with a Member or function planning civilian technology programs wherein I might broaden a technology base which has focused principally ur,:,n ? m .litar;' and intelligence issues. However, I look forward to all experiences as a Fellow through which I can learn about the overall legislative process. I would carry into the Program professional experiences in the commercial news media, the Federal news media (as a Summer Inter;i with the U. S. Information Agency), technology and intelligence program development and management as well as personal experiences in the dynamics of local. citizen organizations. My experiences and education equip me to contribute to a wide range of national issues as a Fellow. I hope to return fortified with a broader perspective of the legislative process and a rewarding personal experience. The Fellowship Program, when added to the ensemble of my past experience, will prepare me for professional growth and expanded service within the Agency.
