Mr. Rodriguez:
Mr. Bernard Goldsmith, Associate Dean of Carnegie-Mellon
University, is coming to see me regarding their Program for
Executives on 21 November at 10 a.m. If you could spare a few
moments, I would appreciate your simply shaking his hand.
The Agency has had two participants in this program in
the past:
OGC - January - April 1971
- ORD - January - March 1972
Both of these gentlemen were very favorably impressed with the
program and with Mr. Goldsmith whom they describe as a very
fine gentleman and very circumspect.
However, in the process of advertising this program this
fall (it comes under the purview of the Training Selection Board)
it would appear that we probably will not have any takers. In
checking with the offices the most universal excuse seems to be
that while it is judged to be a fine program - it's real value to
the Agency is questionable. Also, our continuing problem of
extended absences in the wake of retirements and cutbacks in
personnel limit the availability of those otherwise eligible.
Attached is the brochure and some related material on the
program.

Here is the material I promised you in our telephone conversation this
morning about the Program for Executives. As you know, the most
recent Agency participants in the Program were and
I am pleased to hear of the consideration you and
your Board are currently giving to the selection of candidates in next
year's management programs, including the session of our Program
for Executives that will begin here on February 3, 1974.
I expect to be back in Washington on Wednesday, October 31 and
perhaps on Thursday. I would be glad to stop by to meet with you
and your colleagues late on Wednesday or early Thursday if I may
be of assistance with specific information about the group we are
now forming.
In keeping with our conversation this morning I'll telephone you from

This morning I received a telephone
call from Professor Bernard Goldsmith,
Director of Management Programs, at
Carnegie-Mellon University.
He is coming to Washington next
Wednesday and Thursday and requested to
see us on Thursday morning, 1 November
at 8:30. (I will confirm the time when he
calls Wednesday afternoon).
Would you be available at that time to
see him? Also, shouldn't others, perhaps
be invited?
Also, should Mr. Rodriguez be apprised
of this visit?
