The over-all objective or mission is I. to provide CIA orientation and basic intelligence training to all new Junior Officer Trainees as CIA intelligence officer-candidates., and 2a to qualify, through further professional training, selected Junior Officer Trainees for general, junior officer duties in one of the three major CIA components--the Clandestine Services, the DiD/I, and the UD/S. II. SPECIFIC OBJECTIVES OF "CIA ORTh TATEON AND fiA.SIC 1 TELL7DF."NCE TR~.7NING in terms of desired student achievement: 1. Familiarization with the elements of American foreign policy formulation and the instruments employed in its execution. 2. An appreciation of the importance of intelligence in the national security framework, through a review of its evolution in the United States since world War II and of its present responsi- bilities in support of national policy. 3? An understanding of the roles of the various intelligence agencies of the U.S. Government, their interrelationships and responsi- bilities within the intelligence community, and the means es- tablished for coordination gad review of U.S. intelligence activities. 40 A general comprehension of the missions, functions, and organi- zation of the Central Intelligence Agency. 5. An analytic appraisal of the strengths, weaknesses, and vulnerabilities of International Communism,, as well as a thorough awareness of the challenges and threats facing the U.S. and other rations of the Free World fron its objectives, activities, and capabilities. In addition, an appreciation of aspects of the "American heritage" which may be brought into play to counter Communist activities and ideology, and an ffiaareneas of problems of U.S. "overseas effectiveness" F1iich have a bearing on the successful accomplishment of U.S. objectives and, in particular, of the CIA mission. 7. An acquaintance Tv:ith the various basic programs and activities of CIA, including the collection, production, and dissemination of intelligonce; the nature, purpose, limitations, planning and conduct of clandestine intelligence and covert action operations; and the CIA support of these programs. and activities* Also, familiarity with the CIA end-products of the intelligence cycle and with the theory of clandestine tradecraft. General Objectives of the OC (in terms of student achievement): 1. Learn basic principles of clandestine tradecraft and their practical application. 2. Become closely familiar with the concepts and methods of implementation and execution of the basic operational programs of the Clandestine Services. 3? le. Acquire basic facility in the use of operational and technical skills. Gain a sense of mission. II. General Objectives of the 12-week Intelligence Production Course: To prepare the JOT for assignment as a (junior) intelligence officer in the DD/I area of the Agency by giving him: 1e a thorough understanding of the nature and purpose of the intelligence production effort in the DD/I area and of the problems inherent in that effort and 2* specific training and practice in the application of the tech. piques and skills required in the production of intelligence.
