MEMORANDUM FOR: Director of Training
SUBJECT : Course Report, COS Seminar (tutorial),
No. 1--70, 6 - 14 September 1969
GENERAL
1. The Office of Training cancelled the full COS Seminar
originally scheduled for 6 - 17 October, on 4 September, since
there were only four participants registered as of that date. The
needs of the participants, who at the time the tutorial seminar
opened numbered 8, were met in a series of briefings on key
subjects selected in consultation with the former Seminar Coordinator
and the participants. A Seminar outline is attached.
PARTICIPANTS
2. The participants included one GS-16, three GS-145,
two GS-13s, and two GS-12s. Three were COS designees, two
DCOS, and three COB. Their experience in the Agency ranged
from 7 to 18 years. Included in the group was one officer who had
completed one half of a previous COS Seminar and had completed
a tour of duty as COS f WH Division).
CRITIQUES
3. These comments are made without the benefit of
F critique, which he will send in as soon as he can, and
without the comments of two participants who could not be present
for the final period. The five who wrote critiques felt that the
tutorial briefings were of value to them and filled their chief needs.
All five felt, one way or another, that they would have gained more
from further discussion of some subjects covered and from the more
extensive formal Seminar. The five critiques are attached.

4. Aside from minor changes in scheduling and adrninistrative
loose ends arising from the somewhat AD-HOC nature of the arrane-
ments, administration presented no problems. The Seminar Coordi-
nator added to the planned schedule a two hour discussion period, in
which the participants were invited to share their experience. This
proved to be useful. Icommented on the COS role as he
had experienced it; I commented on the Soviet -Bloc
25X1A target; and other participants made their contributions.
