SUBJECT: Briefing Material for Foreign. Service Inspectors

A request has been received from the Foreign Service Inspector General
for briefing material related to the forthcoming inspection of the
Foreign Service post(s) listed below. Experience has shown that this
material is most useful to the Inspectors when it concentrates on
major problems. Only in exceptional circumstances should the Inspectors
be asked to collect information which can be obtained directly from the
post through normal channels of communication or to verify the post's
compliance with special instructions or requests which you originated.
Since the inspectors frequently visit posts long after their departure
from Washington, the material should not be prepared on the assumption
that the Inspectors will recall in intimate detail the information
provided them in the course of any oral briefings.
It is necessary to submit the material promptly on or before the
requested due date to give ample time for the inspectors to review the
information and suggestions and, to allow time for the Staff to assemble
the material and to meet the Pouch Schedule to the Post. The briefing
material is held in co ence and is not made available to the post.
The material should be sent in three copies, original and two carbons to
Ii./DDC/CS/Hiss Taylor, Room 6638, and should not be classified above
CONFIDENTIAL, if possible. Material for each-post should be on a
separate page or pages so that it can easily be detached from that
pertaining to other posts in the same country. Please refer questions

numerous and timely contributions to the Graphics Program. In view of
the restrictions on photography in the U.S.S.R. , r"virements, to the.

THE PHILIPPINES, MANILA
The Graphics Program at Manila has become more active since the
appointment of the Graphics Coordinator in March 1969. it is hoped
that the program will be further stimulated in the future, enabling
the post to quake a substantial contribution to the .Department's photo-
graphic collection. No problems are anticipated In the forthcoming
year.
