SUBJECT: Elimination of US POW Photographic
File
1. Prior to the reorganization, Graphics
Register maintained a file on US POWs held by Hanoi.
This file was subsequently transferred to FEPAC
Division. it now consists of 200-250 photographs
and is growing at the rate of 2% a month.

bility for all questions regarding P01.19. They
maintain their own files, including a photographic
"file which not only duplicates our file but in
addition is more extensive. They receive all
photographs of US POWs and accession those that
are of interest to them. Graphics initially felt
that as long as copies were being made for 0 an 25X1
extra copy could be made and kept in a file
located in Graphics,.
3. Since =maintains their own files and 25X1
answers all requests from the intelligence com-

munity, Asia Branch has never used its fil 25X1
ISG analyst for North Vietnam, asked
why it was necessary for us to keep such a fi e.
They agreed that our file has no utility except
to serve as a backup file.
4. Since we have never used the file it is
recommended that our holdings be transferred to
0- they are agreeable. Any future request from
other offices can be turned over to We will
con to perform all necessary graphics service
for ue including dissemination.
5. The advantages of this move are not very
significant, but it gets us out of a c-ollection
activity which we have no business being-ln.
