MEMORANDUM FOR: Assistant Director (Personnel)
1. On 15 October 1952 the Chiefs of the Field Offices, Of-
fice of Operations, were in Washington and raised with me again
the age old question of their reserve status. There are many ram-
ifications to this problem, They are unsure in some instances as
to what they should do in the event of.mobilization; they also
are somewhat frustrated. concerning their ability to be a part of
an organized unit, get paid, gain credits for retirement, etc.
In addition, many of them feel that they are definitely discrimi-
nated against by the Services because of their affiliation with
CIA.
2. This situation is something that has plagued these people
for a long time and I feel that we should address a memorandum to
the Chief of the Contact Division., Office of Operations, stating
as accurately as possible the answers to all of these questions.
3. Would you please look into this matter and submit a draft
to me on this general subject with all of its ramifications at
your earliest convenience.
