SUBJECT: Army Reserve Officer Promotion Prospects in CIA Army
Reserve Unit
To determine whether a Reserve officer's affiliation with
a CIA Mobilization Unit (Reserve) increases or decreases an
individual officer's opportunity for promotion in the Army
Reserve.
c. There are approximately
known to be employed by CIA, who have indicated an In-erest
in participating in Reserve activities. This figure includes

a Mobilization Designation (T/D) Unit creates more usable vacancies
than in a more conventional unit organized under a Table of Organ-
ization.

have received promotions during the past year. This promotion
activity has resulted primarily from assignment turnover (transfers
overseas, resignations, etc. which create vacancies).

g. Turnover in is of
sufficient magnitude to permit practically any reservist-
employee, who wants to affiliate, to be assigned to the
Detachment without undue delay, and,'if otherwise qualified,
be promoted in accordance with the grade vacancies which
exist.
a. In spite of the disparity between the number of
reservists employed by CIA and the number of grades author-
ized in promotion prospects
are good.
b. Promotion activity in within the
past year appears adequate. Comparison o' is promotion
activity with like situations in other Army Reserve units
is obviously impossible.
c. No Reserve unit can offer promotion to a Reserve
officer who contemplates affiliation, since individual quali-
fications and effort determine eligibility. Reserve units
can maintain a moderate number of vacancies as a means of
preventing stagnation through lack of promotion opportunity.
In this respect, continues to
offer promotion opportunity to qualified Reserve officers who
participate in its program.
