SUBJECT: Statistical Report of Individuals Under Covert Contract as of
30 June 1952.
1. Attached hereto is the statistical report of individuals under
covert contract as of 30 June 1952.
2. It will be noted that there are substantial increases in the
field agent count for several divisions, primarily SE/-and
25X1A8b EE_ The increase in the reported strength for these areas
is a result of gaining ruder a itary statistical control during the
last month over but a single ranch in each of the divisions.
Statistical control of field agents and of the commitments made
to this category of personnel is extremely difficult to obtain.
No one place in the Agency has at present a record of the num-
bers of, or commitments made to, field agents. Indeed, the
branch itself has little if any correlated information regarding
its field agents.

3. FE M for example, feels that it has in the neighborhood
of -field agents (which are not included in this statistical
report) but only one contract or memorandum in lieu of contract
has come through this office for review in accordance with the
regulations and for recording. Several branches have com-
piled at our request a listing of basic information containing only
the cryptonyrn and the monthly compensation of the field agents
under their jurisdiction. Before this time, not even the branch
had this information compiled. They have now indicated that
they believe the information will be of operational value to them.
4. A review of some of the written agreements with field agents
indicates that er little attention is being given to the provisions
of the which
njury and death benefits and the establishment of escrow accounts

5. It appears basic to myself and other members of my Unit
that centralized information regarding this category of personnel
is most desirable for operational as well as administrative
objectives. We estimate that to record the number of agents
and commitments made to them will require considerable time
and effort in order to produce the desired records. We shall
continue our present efforts to bring this situation under appro-
priate control.
