SUBJECT: Pending Matters in COAPS/CIA
A. Outside CIA
Conferences with U. S. Government Officials Returning from Abroad:
Interagency Operating Procedure (February 16, 1950) sent to
participating IAC members for formal approval 24 April 1950.
Approved by Navy.
Proposed Watch Committee: Circular memorandum to participating
IAC members 6 March. Suggested changes being studied in
CIA.
Status Reports of Intelligence Production: Proposed Interagency
Operating Procedure circulated 10 March to Standing Committee.
Project Initiation Memoranda sent to Army, Navy, and Air Force
27 April for trial period, after concurrences with reservations
received, No completed memoranda yet received in CIA.
Contact Point in Agencies for interviews re intelligence, etc.:
Memorandum to IAC members 17 April re possible Interagency
Operating Procedure. Replies received from JIG, Navy and
State.
Air Force Request for an Ad Hoc Committee to develop a proposed U.S.
policy for the treatment of Soviet and Satellite attaches in the U.S.:
Air Force memoranda on subject considered 12 April and 26 April
1950. Still being studied.
Security of Information and Avoidance of Publicity: Standing Committee
requested 17 April to check on any implementing action in Depart-
ments. Replies received from Navy, AEC, FBI, JIG, and Army.
Free Flow of Polic and Operational Information: Memorandum to Service
Members of IAC 8 May. Approved by Army.
Industrial Register Cards: Necessity of reproducing 4,800,000 cards
per annum being investigated by COAPS with Army and Air Force.

Economic Intelligence: NSC memorandum dated 3 March enclosing
NSRB request of 7 February 1950 for appraisal of foreign
economic intelligence requirements, facilities, and arrange-
ments. Planning within ORE. Being coordinated with NSRB
and Bureau of the Budget, which is doing survey of State.
CIA survey to be made of Defense's Sectors. Draft of
Economic production requirements in process of coordination
within CIA.
CIA Emergency Plans: Continuing work on basis of new instructions
from Executive.
Implementing Directive on Defectors: CIA meeting 15 May to discuss
Proposed DCI Directive, etc.
NIS Publications: Meeting held 12 May. COAPS recommendations
being formulated.
Policy Concerning Working Papers: Being studied by COAPS and ORE.
Security of Information and Avoidance of Publicity: Under study
by COAPS with Chief, I&SS and General Counsel.
