The purpose of this Notice is to transfer responsibility for the coordi-
nation of Tables of Organization from the nine. of Personnel to the ;?ffico
of the Comptroller, and to set forth the responsibilities and procedures for
handling proposed or changed Tables of Organisation. The provisions of this
notice are effective 18. January 1954.
2. Definitions
Table of Crganisation changes consist of the following:
a. Organisational ,hanges
Those are changes in the organisational structure or staffing tter
of an Agency component. They include modifications of organizational struc-
ture, additions or deletions of authorized positions, or changes in nomon-
cloturs of tgenmy components.
b. Functional Chances
These are additions, deLettons,or changes in the functions aseigned
to an Agency component. :hey may or moy not affect the organizationeil etruc
tura.

b. The Comptroller is responsible for coordinating proposed new Tables
of Organiastion or organisational or functional changes as defined in para-
graphs 2a and 2b above ulth other Agency components concerned and for tho

review, for the maintenance of personnel ceiling recorde, for the

5. Authorities
a. That Teputj Diroctor (Administration) is authorised to approve
ProcisSed Table of Organisation changes which are concurred in by all off
1 eoulterned. Where thaws is a non-concurrence, the proposal and all support in
papers shall he subeittod to the Director by the TWA for determination.
b. The Assistant tirector for Pereonnel is authorised to classify posi-
tions listed in proposed Tables of fIaganisation. Proposals izvei1v4 n caper-
grafts will be processed in accordance with Agency Regulationi I 25X1A
6. Procedures
a. Requosts for Tables of Organizationr changes thereto shall sub-
mi ted by the requesting official through channels, as follows:
(1) Requests involving organisational changes or changes in functions
(see paragraphs 2a and 2b above) shall be submitted in quadruplicate to
the Yanagweesat Taprovasent Staff, Office of the Comptroller.
(2) Requosts involving classifiostion changes only (see paragraph 2c
brie) shall be submitted in duplicate to the Classification and Wage
Division, Office of Personnel.
Requests shall be supported by statenenta of u.ttfication, workload
work measurement data, organisational charts, statements of functions; and

statements of basic related procedures which are necessary for revie
action on the proposals. Requeste involving classification changes

b. The Conptroller1 upon receipt of a requests will coordinate the re-
quest with the Assistant rirector for Personnel and with other Igeney compo-
nents concerned, includinz the Logistics C'ffice end the General sem-Ices
Offices where appropriate. Comments received will be reviewed by the office
of the Comptrollers summarized, and forwarded with recommendations to the
Deputy Director (Administration).
c. The Classification and Wage Division, Office o sonnels upon re-
t of a request involving classification changes only, shall coordinate
/th request with the Comptroller prior to approval whore significant budgetary

considerations are involved. 70.inor classification changes will be reviewed
by the Comptroller through a post audit of Forms Wo. 30-25.
d. Table' of Organisation or changes thereto approved by the Deputy
Director (Administration) or the Arector shall be forwarded by the Office
of the Comptroller to the Assistant Director for Personnel for dissemination.
The Assistant Director for Personnel or his designees shall notify all or-
ganisations concerned of such approvals. Notification shall be made on CIL
Tem Yo. 30-75 or tabulating machine listings which will serve as immediate
authorisation for the encuMbrance of the positions involved. Complete
listings will be provided quarterly.
