The recommendations of this Office for carrying out the reduction of excess leave accumulations required by Public Law 102, 83rd Congress, are stated in the attached staff study dated 28 September 1953? 2. These recommendations have been reviewed in relation to the proposed Notices. The primary difference is in the requirement that a specific number of days be used in each year regardless of whether the employee has one or thirty days excess. The benefits to the Agency in a rapid initial reduction of total excess leave-such as would be accomplished by the current proposal ,tre not apparent. The disadvantages in terms of scheduling leave periods and effect on employee morale of an arbitrary reduction rate are important.
