FILE 30 November 1954 Dear Mr. Dulles: The President, as you may know, recently directed a Special Committee to study and report to the National Security Council on a uniform clear- ance program for individuals other than full-time Federal employees who require access to U. S. classified information. This Committee consisted of a representative from the Department of Defense, Department of Justice and the Atomic Energy Commission. The National Security Council, at its meeting on 9 November 1954, tentatively adopted the recommendations contained in NSC Report 5437/1 on the above subject. The President subsequently tenta- tively approved the report and directed its implementation by all appropriate executive departments and agencies of the U. S. Government. The Special Committee was directed to report back to the National Security Council within two months on the results of the implementation of the recommendations. The purpose of this letter is to invite your attention to Recommenda- tion Number 5 of NSC Report 5437/1 which states as follows: The seven agencies which have not established formal procedures for hearings and adjudication where contractor employees' access to classified information has been denied, suspended or revoked should establish such procedures. This recommendation was based on the finding of the Special Committee that in seven agencies of the government having to do with contractor employees there are no formal procedures established for hearings and adjudication of cases where contractors' employees' access to classified information has been denied or revoked. As your agency is one of the seven referred to above, it would be appreciated if you would advise the Committee of the implementing action taken by your agency to comply with the requirements of Recommendation Number 5. If any implementing instructions have been issued by your agency, a copy should be furnished with your reply. In order for the Committee to submit its report to the National Security Council within the prescribed two-month period, it is essential that your reply reach the Committee by 15 December 1954.
