1. .abject regulation is attached for your comments and
concurrence.
2. The purpose of this regulation is to provide the policies
and procedures gover ling the application of the proceeds of sales of
personal property toward the purchase of similar replacement items as
authorized by Public Law 6011 dated 2 August 1946.'
3. The Comptroller originated this regulation. Its audience
will be largely personnel trained in finance. Much of the language,
therefore, has a specialized meaning. Further information can be
