Dear Senator Wiley:
Thank you for your referral, dated 4 October and addressed
to Mr. Pforzheiwer, by which you forwarded correspondence
addressed to you by Walter Melchior, Esquire, of Appleton, Wis
concerning an indebtedness of '
to the Central Intelligence agency. s you requested, your corres-
pondence is returned herewith, together with two copies of a letter
we have dispatched to Mr. Melchior.
Mr. Melchior, and apparently were concerned that
our correspondence with questing payment of the in-
debtedness may not be bona fide, since they were not written on
Central Intelligence Agency letterhead and otherwise did""not appear
to be Government letters. r reply to Mr. Melchior I think will
put their fears at rest and will enable them to understand and
dispose of this matter.
We shall be glad to furnish you any additional information
or assistance. Please do not hesitate to call on me or Mr. Pforzheimer,
who, however, is out of town until approximately October 24.
