This bill provides quarters allowance, cost
of living allowance, an education allowance
for dependent children, storage allowance

stationed abroad or in the territories. The
Administration's proposals have not yet been
S. 1875 and H. R. 6014 were drafted by the
Treasury and Defense Departments to provide
tax relief for members of the Armed Forces
who were held against their will by a Com-
munist government authority or were missing
in action in a combat zone. An attempt will be
made to broaden these bills to include relief
for civilian employees of the Government.
This bill will authorize copyright infringe-
ment suits to be brought against the United
States where there is infringement by the
Government, At present such suits cannot
be brought and the Government employees are
individually liable.
Exempts those - who have received such
knowledge by reason of governmental
employment and those concerning whann
the DCI has made a written determination
that registration would not be in the
interest of national security. Hearings
completed before House Judiciary Com-
mittee.

These bills provide that the Administrator of
GSA shall have complete authority and respon-
sibility with respect to management of all real
property opted or leaved by U, S, abd prey-
e -tly managed by any executive agency. fdcTud=
ing all matters relating to acquisition. main-
tenance, protection and disposal together with
periodic inspections to determine compliance
with GSA standards and regulations. All funds
for operation and maintenance of general pur-
pose public buildings shall be appropriated to
GSA and expended under their direction.
These bills would vest in the Administrator of
GSA exclusive authority with respect to the
utilization and disposal of excess and surplus
property, real and personal, which is under
the control of any executive agency.
These bills provide that the GSA shall exercise
all functions heretofore exercised by civilian
agencies of the Government with respect to the
operation and management of warehouses and
other storage facilities.

in regard to these matters. The bills relating to real property management and surplus property contain a
provision authorizing the President to make specific exemptions by Executive Order, as does S. 2366.
