1. The attached statement of training policy is submitted for your
approval.
2. Paragraph l.A. is intended to apply to all elements of the "A"
Service on a common basis. Paragraphs I.B. through 1.F. will apply to
the several sub-parts of the Service, respectively, as indicated.
3. I have coordinated this paper with the Head of each Panel and
each has concurred insofar as his interest is concerned.
25X1A9a 4. concur insofar as the Administration
Panel is concerned. In my opinion, the minimum standards are desirable
and attainment is feasible over the period of several years.
5. In drafting this policy I have endeavored to exclude the Office
of the Director, the Cable Secretariat, the Inspector General, Colonel
Grogan's shop, etc. These offices include approximately 159 persons who
technically are members of the Administration Career Service. Strictly
speaking, paragraph I.A. would be applicable to such persons. However,
I anticipate no difficulty in this regard.
6. Reproduction and distribution of this notice will be accomplished
as soon as possible after it is approved.
7. Your approval is recommended.
