*ARMY Declass/Release Instructions On * Approved For Release 2005/08/16: CIA-RDP78-d18A002400440009-0 MEMORANDUM FOR: Heads of Departments and Agencies Allocated Quotas for Assignment of Students to The National War College GUIDE IN THE SELECTION OF PERSONNEL TO BE NOMINATED AS STUDENTS TO ATTEND THE COURSE OF INSTRUCTION CONDUCTED AT THE NATIONAL WAR COLLEGE i. General a. It is desirable that all students, both military and civilian be of equal or relative rank. With one or two exceptions, military students are either Colonels' in the Army, Air Force and Marine Corps, or' Captains in the Navy. Civilian students are in GS, Grade 14 or higher. b. The average age of the current entire student body is about 42 years. The average age of the civilian group onlp is also about 42 years, c. Prospective students should be nominated on the basis of out- standing past performance of duty and the definite prospect; of outstanding service in the future. 2. Field of Interest a. The-course of study is concerned solely with the formulation and execution of National Security Policy. In implementation, this involves detailed analysis of the various political, economic, psychological and military factors included in such policy,, b. The methods employed generally parallel those of a high liberal arts university. 3. Administrative Matters - The course of instruction for the coming year covers the pert _rl 1 August 1958 to 9 June 1959. Registration day is 21 August 1958. It is requested that orders assigning students to The National War College direct that they report not earlier than ]8 August 1958 and not later than 0900 hours 21 August 1958. 4. All students are required to have "Q" and Top Secret clearance prior to reporting. 5. It is requested that nominations be made as early as practicable to the Commandant, The National War College, Washington 25 ? D C In the event that a quota or portion thereof can not be filled by full,) qualified D. C. career officers, it is requested that the Commandant be informed as expeditiously. as possible in order that allocations may be reassigned to other departments or agencies.
