Dear Mr. Dulles: I am writing this letter to bring you up to date on the progress of plans for the Emergency Relocation Test and Interim Assembly on November 20. Preparations for the Emergency Relocation Test are rapidly being completed. I have been very pleased with the cooperation and the efforts of all the department s and agencies in developing these plans, particularly with the problems they have prepared to test the operational readiness of their essential wartime functions. The Interim Assembly of the agency heads will begin at 10:00 a.m. on November 20. The morning discussion will be devoted to a review of the continuity of government program and a briefing by a representative of the Joint Chiefs of Staff. In the afternoon Cabinet members along with NSC representa- tives will participate in a discussion of government organizational problems under wartime conditions. Other groups will discuss mobi- lization plans related to manpower, civil defense, production and materials, and controls.
