TO THE HEADS OF EXECUTIVE DEPARTMENTS AND ESTABLISHMENTS
SUBJECT: Downgrading of classified document entitled "Planning for
Continuity of Operations Under Emergency Conditions," dated
November 9, 1950
My communication of November 9, 1950, entitled "Planning for Continu-
ity of Operations Under Emergency Conditions," addressed to heads of
executive departments and establishments, is hereby downgraded in classi-
fication from "Secret" to "Restricted."
All documents transmitted to this Bureau in response to the above-
cited communication should be reviewed for sectr ity' content and in those
cases where the material submitted by the agency requires a higher
classification than "Restricted," please inform this office in order that
the material can be returned to the originating agency after it has served
our purpose.
In connection with public announcement of future decentralization
plans, please refer to Bureau of the Budget Bulletin No. 51-9, dated
March 9, 1951, which states in part: ". . . As soon as satisfactory
information has been received from the General Services Administration
concerning space availability and housing conditions at specific locations,
representatives of this office will discuss with the respective agency
officials the proposed decentralization of additional units prior to the
submission of recommendations to the President. After approval has been
obtained, each agency will be officially notified before the pertinent in-
formation is released to the public."
