I have pretty well confirmed my suspicion that GSA x,11
stand on the technicality that there is no Public Buildin
Commissioner and,-therefore, will not vote at the NCPC Hea
ing.
I talked to Max Elliott, the General Counsel, who, very
much off the record, concurred in the logic of my point of
view but was extremely doubtful that he could persuade Mansur
to change his mind.
I am drafting a letter which I believe you might want
to send to Mansure in these circumstances. However, inasmuch
as you had mentioned the possibility of taking this up with
Sherman Adams I thought you ought to know the score before
you reached the White House this morning.
