MM- THE CENTRAL INTELLIGENCE AGENCY
1. The necessity for establishing integrated policies and pro-
cedures throughout the Federal Departments and Agencies in the interest
of national security was recognized in the enactment of the National
Security Act of 1947 - (Public Law 253).
2. Pursuant to the provisions of Section 102(a) of said Act,
the Central Intelligence Agency was established to coordinate "the
intelligence activities" of the several Government departments and
agencies,
3. The words "intelligence activities" are not to be interpreted
in the narrow technical sense as applying merely to a unit of organi-
zation called an "intelligence" undertaking. They mean any organiza-
tional pattern that possesses information, conditions, or circumstances
which are determined to be of interest and of use to the Central
Intelligence Agency in the coordinated production of intelligence.
4. It is incumbent on all Executive Departments and Agencies,
without exception, to recognize the unique position which the Central
Intelligence Agency occupies in the federal structure, and to be guided
accordingly in rendering to the CIA, all possible assistance voluntarily,
and when specifically requested to do so.
5. In the pursuance of his duties of inspection, of giving advice
and making recommendations to the National Security Council on the
coordination of intelligence, of correlating and evaluating intelligence
relating to the national security, of disseminating finished intelli-
gence products throughout the Government, and of protecting intelligence
sources and methods, the Director of Central Intelligence shall call
upon the heads of Government Departments and Agencies for such coopera-
tive assistance as he deems essential. Departmental and Agency heads
will see to it that their intelligence branches, or those units within

their organizations dealing with matters of appropriate substance,
cooperate with CIA to the fullest extent practicable with departmental
or agency policy.
6. In its responsibility for the overall administration of the
Central Intelligence Agency, the National Security Council will issue,
when necessary, pertinent directives to the CIA which, when implemented
by CIA, shall be acted upon in appropriate manner by all Departments
and Agencies of Government.
7. In accordance with the protisions of Sections 102(d) and (e)
of the National Security Act of 1917, as mended, and with the approval
of the President, and subject to the special proviso of Section 102(e)
regarding the Federal Bureau of Investigation, all departments and
agencies of the Government shall make available to the Central Intelli-
gence Agency for correlation, evaluation, and dissemination, all intel-
ligence or unevaluated information relating to the national security
in their possession.
8, The dissemination of such intelligence and unevaluated infor-
mation to the Central Intelligence Agency shall be made regardless of
the source of such information. To this end, the so-called "rd
Agency Rule," which provides that classified information originating in one
agency, is specifically abrogated insofar as the Central Intelligence
Agency is concerned.
9. In cases, however, where the originating agency requests
that special security considerations govern the dissemination of
specific material to third agencies, such requests shall be given the
maximum consideration by the Central Intelligence Agency and shall be
complied with to the maximum extent which the Director of Central
Intelligence shall determine is compatible with the national security.
10. This shall include all intelligence and unevaluated informa-
tion which the Director of Central Intelligence determines is required
by the Central Intelligence Agency. .
U. The Departments and Agencies of the Government shall provide

the Central Intelligence Agency,, as appropriate to their respective
responsibilities, unevaluated information for intelligence purposes
and intelligence available to them. "Operational information and
scientific, technological, diplomatic and other information which
has utility for intelligence purposes is included in this directive,
as well as information available only under special security handling
restrictions. In the latter case, each organization will promptly
make arrangements with the Director of Central Intelligence to make
such material available to the Central Intelligence Agency under
appropriate security safeguards. The flow of such material shall
be immediate, spontaneous and comprehensive. No Department or Agency
shall hold back or delay the transmittal of such material to the Central
Intelligence Agency.
12. AU requests from the Central Intelligence Agency for such
material shall be honored immediately by all Departments and Agencies
of the Government to the fullest extent of their capabilities.
13. The Departments and Agencies of the Government shall provide,
produce or collect such intelligence and unevaluated information in
their fields of primary responsibility as the Central Intelligence Agency
may request for its use or for that of one of the other Departments or
Agencies. Within the limits of their capabilities they shall provide,
produce or collect such additional intelligence and unevaluated infor-
mation in other fields as may be requested by the Central Intelligence
Agency as above.
14. The Departments and Agencies of the Government shall make
arrangements,, when requested by the Director of Central Intelligence,
to assign to the Central Intelligence Agency such experienced and
qualified officers and members as may be of advantage for advisory,
operational, or other purposes, in addition to such personnel as the
Director of Central Intelligence may directly employ. In each case,
such departmental personnel will be subject to the necessary personnel
procedures of the Department concerned.

1.5. The Departments and. Agencies of the Government shall conduct
such surveys of their establishments as the Director of Central Intel-
ligence may request in support of the national intelligence effort.
