In the referenced memorandum dated 25 March 1954 in which you approved an additional $10,000 for the electric power service to M there is included (1,700 "for extension of the power service to the new Records Center Building which will be constructed at However, I am advised by the Logistics Office that the additional 39,000 requested in the memorandum of 4 May 1954 is needed because of a change in thinking to have the Records Center Building available in the event of an emergency for housing, office facilities, and other purposes. As the Records Center is being constructed without windows, the use of this facility for other purposes would require power for ventilation. 2. You will note that the Comptroller has recommended that this additional 19,000 request be presented to the PRC or the Director. In the previous approval for the additional 110,000 I note that you had General Cabellinitial under your approval. To be consistent, I would suggest that this latest request for additional funds also be presented to General Cabell for his approval rather than a formal process through the PRC.
