Hardening of REFERENCE: Memorandum for De ut Director (Support) from subject, as above dated 19 October 1961, . 1. This memorandum contains in its 4th paragraph a recommendation soliciting your approval and signature of two (2) memoranda which are attached hereto. 2. On 18 November 1961 you approved the reco miendations in the referenced memorandum cited above. As a consequence we are now in the process of having the appropriate contract drawn and taking all the other steps necessary to carry out the proposal made in the memorandum. Meanwhile, I have begun assembling the requirements data which we shall submit to the engineering firm of and in addition the guidance which we must give them in order to 25X1A get the survey made properly. 3. The size of the Initial Emergency Relocation Force is neces ily limited by the capacity of the facilities at 25X1A - both on the premises and in the property off the premises which has been earmarked for our use under the terms of the understanding and agreement which we have with the Commonwealth of Virginia. However, in making a preliminary survey upon which to base a plan for new hardened emergency facilities I do not think that we should limit ourselves to the present size of the Force but should take the opportunity at this time to determine needs, if any, for present or future expansion of the size of the Force and to take this into account for future planning. To this end I propose to make a survey of the Agency at large in terms of personnel and materiel requirements for the present and the foresee- able future in terms of our wartime emergency mission, 4i.. In order to solicit an expression in this regard from all elements, I have prepared for your signature identical memoranda for the Deputy Director (Plans) and the Deputy Director (Intelligence) which are attached hereto.
