2. Items of interest at the DDP Staff Meeting:
b. The Technical Division, Office of Security will give briefings and
demonstrations on the capabilities and services that Technical Division can
offer to overseas Stations and Bases on 16 and 17 December from 0930 through
1600 in the I've asked -
-to give us a short rundown of what will be presented in those briefings
and demonstrations.

(1) died 1 December in a Dallas, Texas
hospital. = had served with the Agency since 1951 and was the
holder of the Intelligence Star and the Intelligence Medal of Merit.

(2) of Legislative Counsel died 3 December
after a long illness. He came with the Agency in 1951 and served
in the Middle East and WH areas before being assigned to Legislative
Counsel.
(3) Col. White's father died on 4 December. The funeral was
held in Tennessee.
d. Overseas Housing DD/P advised that the DD/S following his
trip to the Far East, was recommending that the Agency buy more housing
at overseas posts. DD/P urged that the area divisions look in their areas
for good buys, and where they are available and the division has the funds
to use for this purpose, that they submit their proposals to DD/S through
DD/P for approval.
e. DD/ P Meeting with Middle-level CS Officers Sometime next
week (date and time have not been set), DD/P will meet in the Auditorium
with CS GS-11's and GS-12's to discuss "Problems which face the
Clandestine Service and what we plan to do about them." Tickets will be
printed, and pro-rated to each CS Component. Following his talk, DD/ P
plans to throw the meeting open for questions and answers. He plans to
set aside about 40 minutes for questions and answers.
f. Reception for Mr. Bannerman Mr. Karamessines announced
the planned reception for Mr. Bannerman on 17 December 1970, and urged
a strong turnout from the CS in view of the strong support Mr. Bannerman
has provided the Clandestine Service through the years. The location is
the Mariott at 14th Street Bridge.
g. Christmas Parties DD/P noted that a number of CS Components
had decided to forego Christmas parties this year and instead send the money
which would have been spent to some charity organization.
h. Permanent Property Passes Just a reminder that Permanent
Property Passes will have to be reissued as a result of the recent reissue
of employee badges, carrying different badge numbers.
3. No DDS Staff Meeting this week.
a. Federal Pay Raise The Washington Post reported today that a
House-Senate committee had reached agreement on a semi-automatic pay-
setting system. The item further states that the President is expected to

approve a pay raise of about 6. 2% effective 1 January. The Washington
Daily News today says it could be no more than 5. 6%. OLC tells us that
the prospects for some sort of action seem good but that there could not
be an across-the-board raise since the higher levels cannot go above their
present levels until the Executive Pay Scale is adjusted upward.

b. New DDP/SSU as DDP/SSU.
Bob intends to meet all of you as rapidly as possible.
c. Personnel Changes has been named Director of the
new Senior Seminar. The seminar will be designed for officers grade GS-15
and higher and will run for three month for about twenty students. The first
seminar is planned for the fall of 1971. In proposing this course, Mr. Hugh
Cunningham pointed out that much attention has been given to improving and
broadening Agency training for junior and mid-career officers and that these
objectives deserve at least equal emphasis at the senior officer level. The
plan will be to provide senior officers with the time and resources to review
the status of the intelligence profession; to comprehend developing trends
and necessities of which they may be only partially aware; to hear and discuss
the most profound judgments available concerning foreign and domestic affairs,
the relationship between them, and the potential impact of events upon intelli-
gence as a major function of government. Most of all, Mr. Cunningham said,
we should provide those officers who are in line of succession to senior
managerial positions with an opportunity to address themselves in the most
sophisticated fashion to the organizational and management problems which
they will be inheriting.

All these changes are effective 14 December 1970.
d. Amendments to CIA Retirement Act Yesterday the Senate Armed
Service Committee favorably reported out our requested amendments to the
Retirement Act. After action by the Senate, it will be referred to the House
for committee action and House action. If the Senate and House act before
22 December we have a chance this year. Otherwise, it will lapse and we
will have to go through the whole process with the next Congress. OLC is
optomistic for action this month.
