CLANDESTINE SERVICE SUPPORT OFFICERS' MEETING

2. No regular DDP Staff Meeting.
3. Items of interest at the DDS Staff Meeting:
a. DD/S Far East Trip Mr. .Bannerman reported on his trip to
Far East Stations and stated that every COS he saw expressed complete
confidence and satisfaction with his Support team. At the Director's
request, he looked at office space and housing at each post he visited,
and found that both were excellent.
b. Support Awards Ceremony DD/S will have his Longevity and
Exceptional Service Awards Ceremony in the auditorium at 10;00 on
9 December 1970. There are 466 longevity awards and 108 exceptional
service awards to be presented.
c. Real Estate Overseas DD/S returned from his trip convinced
that we should consider long and hard before we agree to give up any
overseas real estate holdings we have. He also felt that we should be
purchasing more COS housing at posts abroad.

d. Flu Shots Dr. Tietjen reported that some 4, 900 booster shots
were given and about 1, 000 series shots. This year the quality of the
vaccine had been improved, and little or no reactions were reported.
e. Drug Abuse Lecture Hugh Cunningham reported that they were
planning to have a second running of the Drug Abuse Lecture but this time
OTR would control it and have it presented as a course for parents rather than
a course for drug control officers, security officers, etc.

f. Language Training The Language School is now in its new quarters
and resumed classes yesterday.
g. _Briefings of State Department Personnel, Mr. Cunningham stated
that in lieu of project USEFUL, they planned to concentrate on briefings of
groups of Foreign Service officers.
h. Retirement Party A retirement party honoring Mr. Robert L.
Bannerman will be held on 17 December 1970 at six o'clock in the
Chesapeake Ballroom of the Twin Bridges Marriott Hotel. I have invitations
for CS personnel and would appreciate you letting me know how many are
desired for each of your components.

has been agreed that there is no need to publish further notices of this type.
All concerned will be expected to use good judgment in arranging for over-
seas travel and to select airlines that are employing the best possible
security practices. CPB will be watchful for travel originating in headquarters
and the guidance to field posts in DIRECTOR 082670, 30 October 1970, will
remain as is.
c. Tax Withholding on Lump Sum Payments On two occasions,
29 July 1970 and 2 September 1970, we told you that the Director of Finance
had worked out a plan with IRS to permit Finance to withhold up to 20 percent
for federal tax f rom lump sum leave payments. Yesterday we learned that

IRS has reversed its earlier informal opinion -and says the Agency has no
legal alternative but to withhold the flat 20 percent. OGC intends to appeal
this immediately and if necessary press for legislation to correct this
inequity. Therefore be sure that retirees, who will retire in the next few
months, are appropriately instructed by you.
d. Cost of Living Increase for Annuitants called me
the other day regarding this subject, and corrected some misunderstandings
which I had. I'm sure some of you had similar misunderstandings. This is
the way it works:
At 31 May 1970 the COL Index was 134. 6
The Index must reach 138. 6 before a new COL Increase
comes into play (io e. , 3% of 134.6 is 4. 038 which
added to 134. 6 equals 138.6).
At 30 September 1970 the COL Index was 136. 6
During October the COL Increase was.p6% which raises the
Index to 137.4 at 31 October 1970 (i, e. , . 06?jo of 136.6 is
.8196 which added to 136. 6 equals 137.4).
If, repeat if, the cost of living increase is~j5% in November and
.05?jo in December, the month-end COL Index would be 138. 08
for 30 November and 138. 7 for 31 December 1970.
If that happens, anew COL increase would come into play and if
the Index stayed at 138.7 or higher through January 1971,
February 1971 and March 1971, a COL increase would be
made effective at 1 April 1971. The actual increase would
be based on the highest Index figure reached on or before
31 March 1971.
If on the otherhand the COL increase is only.?4% in November and
.A4% in December, the Index would be 137.9 at 30 November
and 138. 5 at 31 December. Then the 3?jo increase would
not be reached until the end of January 1971 (assuming that
there would be some COL increase in January 1971).

any capability to respond to requirements of this type. Abroad examination
is being made of the entire subject, looking towards the possibility of con-
centrating responsibility and capability in a single Agency element. You
will be fully informed of the results of this examination and in the meantime
if you have any requirements from your people I suggest you talk either to
f. Regularity of Support Chiefs Meetings As you have observed, it
is only occasionally that we miss having a meeting with you each Wednesday
at two o'clock. We will continue our practice of calling you only if a meeting
is not to be held, so I suggest you might reserve two o'clock each Wednesday
on your calendar for you, or in your absence, your deputy or anyone else you
choose to send.
