Retirements in November from Support Directorate Two i persons n Support are scheduled to retire this month. They are Commo. c. Drug Abuse Display The display on the first floor is being well received. Arlington and D. C. Police have seen the display and wish to borrow it for their use. Shipment of Personal Firearms To and From Foreign Posts (1) 6 FAM 168 has been amended, effective 28 October 1970, to include a new paragraph -- 168. 5 -- entitled "EMPLOYEE RESPONSIBILITY FOR SHIPMENT OF PERSONALLY OWNED FIREARMS AND AMMUNITION. " This requires each employee to consult the post report and/or the post administrative officer to determine restrictions and limitations, if any, to ship personally owned firearms and ammunition into the country of assignment. It is now a requirement that the post report include prescribed pro- cedures. If post reports are not available the employee, before initiating shipment, must secure written authorization from the Chief of Mission or his designee. (2) 6 FAM 183 has also been amended, effective 28 October 1970, with the addition of a new paragraph -- 183. 2-2 -- entitled "IMPORTATION OF PERSONALLY OWNED FIREARMS AND AMMUNITION INTO THE UNITED STATES. " The procedures to be followed are the result of the importation provisions of the Gun Control Act of 1968. (3) Earlier we had advised you of the necessity to set up a positive briefing of outgoing persons on the shipment of firearms and ammunition and we have furnished you copies of all replies from Chiefs of Mission which state the limitations applicable to the country involved. Fiscal Annexes Reminder -- Annexes be signed by the DD concerned requires that Fiscal for the DDP), and the 25X1A DDS (delegated to SSA/DDS). Also they must be coordinated with Director of Finance and Chief, Central Cover Staff. c. 15 Day Home Leave Please be sure the FRQ or other personnel record clearly establishes that aone-year extension of a tour was at the Agency's request in order to qualify the individual for 7 days extra home leave. d. Voluntary Federal Income Tax Withholding for CIARDS Annuitants On 1 October 1970 all CIARDS annuitants and survivor- annuitants were notified that the provisions of the Tax Reform Act of 1969 provided for the optional withholding of income tax on annuity payments beginning in 1971. Of the approximately 600 annuitants who received the notice, to date 85 have requested voluntary withholdings. The amounts range from $12. 00 to $400. 00 per month. e. New Support Officer Assignments f. Security Violations -October 1970 DDP elements acquired 17 security violations during October, the same number as for September. FE and WH lead with 3 each; AF, CA, DO and EUR follow with 2 each; CI, SB and TSD had 1 each and the "white hats" are O-DDP, CCS, CSPS, FI/D, FI, MPS, NE, OPSER, RI and ~~ g. Travel of Retirees to Receive Honor Awards Retirees called from their retirement point to be presented an honor award should be covered by a travel order for payment of round trip transportation and per diem. Spouses may be included in the travel order with Deputy Director approval but other members of the family attending the ceremony would be at personal expense. The rule of reason must prevail and this practice should generally be con- fined to medal presentations. Instances of use of this should be rare since every effort must be made to obtain approvals for honor awards well before the date the person departs.
