2. No regular DDP Staff Meeting this week.
3. Items of interest from the DDS Staff Meeting:
a. Land Adjacent to Headquarters Building Mr. Coffey reported
that GSA has decided upon the distribution of the surplus land in the area
of the Headquarters building and has drawn a map which will divide it
partly to the Park Service, the Federal Highway Administration, DOT,
and the Agency. We are to get 115 acres of the 330 acres involved.
Yesterday Mr. Coffey was able to brief Mrs. Harriet Bradley of the
Fairfax Planning Commission and explain the need for CIA to be given
some of the surplus land as a security buffer.
b. Ervin Bill I recently briefed Congressman Udall
on the Agency's interest in being exempt from the Ervin Bill. Mr. Udall is
a member of the Hanley Subcommittee, but was unable to attend the recent
briefing at Headquarters. Mr. Udall says he hopes the Agency can find a
formula short of complete exemption from the Ervin Bill but feels
that the majority of the Committee will favor complete exemption.

c. External Training Mr. Cunningham discussed the three-day
orientation program given nominees to senior schools and universities
for the coming year. He noted that 14 of the 38 students are Support
Directorate careerists and that 24 separate offices of the Agency are
represented in the 38 students. The people who have been competitively
selected by the Training Selection Board are listed below:

a. OXCART You have an opportunity to read an exciting account
of this project which was a follow on to the U-2 project. The story is the
lead article in Vol. 15, No. 1 of "Studies in Intelligence" which was
recently distributed.
b? I has undergone a successful operation at
Arlington Hospital, 5129 16th Street North, Arlington, Virginia. He
can't have visitors for a few more days but tells us 25X1A
Gordon is in fine shape.
c. Ito Retire Billie is planning to retire as early
in July as is possible. Her husband is in poor health and requires more
of Billie's time than she can afford and still work. who
has been working in FE Support, has been chosen as Billie's replacement.

d. Escrow Leave Accounts We have reproduced for you a
dispatch authored by and signed by the Director of
Personnel which we believe will be valuable to you as a reference in
answering questions you may receive on this subject.
e. Kidnap Ransom Insurance We have given you a copy of a
proposed State Circular Airgram on this subject. DDP/SSU, 25X1A
has been asked by State Security for any comments we might have. Will
you please call Bob directly on Red 1187 within the next few days if you
disagree with the wording or have any suggestions he might pass to State. 25X1A

g. Evaluation Board and Fitness Report Schedule I has
given you an advance copy of a I I covering a revised Evaluation Board
and Fitness Report Schedule. The purpose of the revision is to assure
that the Evaluation Boards have current Fitness Reports when they review
a specific grade level. Fitness Reports for GS-11's with end of rating
period of 30 June 1971 should now be prepared. Field Stations with GS-11
officers should be notified promptly of this requirement. A
will be printed in near future.
