Items of interest from the DD/P Staff Meeting: a. Second State of the Agency Message announced that tickets for DD/P components to the Second State of the Agency Message by the Director have been distributed. I added that the date for this gathering has not been set but it may be before the Director leaves on a trip on 17 June. Component chiefs were asked to be ready to respond quickly if the meeting is set for sometime next week. b. announced that Frank re-entered the hospital recently for some retests but is expected to be released by the revealed anything alarming. Summary of Agency Employment You should soon have new all having to do with the requirement that separating staff employees, staff agents, career agents, or witting contract employees take with them an approved written statement of employment history. The Office of Personnel has recently given you guidance on the preparation of SA.E's and twelve samples of SAE's which have been approved for a variety of employment situations. 3. Items of interest from the DDS Staff Meeting: a. Competitive Status Harry Fisher announced he is working with the Civil Service Commission in an attempt to have the CSC sponsor an Executive Order which would authorize the Commission to grant competi- tive Civil Service status to certain Agency employees. Coverage would be provided for those who, upon separation, wish to continue to work for the Federal government in agencies where competitive status is required. The key to this effort is to demonstrate to the Commission that while competitive status is not a prerequisite for Agency employment, we do follow the basic ingredients of a "merit system. " b. Voluntary Investment Plan Harry Fisher reported that more than employees have subscribed to the VIP in an amount exceeding $1 million per year. This assures the 1% commission charge. c. Senior Seminar Hugh Cunningham reported that plans are progress- ing most satisfactorily for the first running of I Senior Seminar in September. Hugh said the Seminar will be for twenty "outstanding" officers, grade GS-15 and above. You might ask your Training Officer to be prepared with nominations when formal announcement of the Seminar is made. a. A.cting DC/FE has been designated ADC/FE untill arrives after home leave from 25X1A b. DOD Shipment of Foreign Made POV's Secretary of Defense Laird has approved all military services paying for the shipment of foreign made POV's, effective 1 July 1972. We do not yet have a copy of the order but understand the prospective effective date is to enable the services to budget for the added costs. Losses of Funds We have given you a copy of the most recent Office of General Counsel opinion (OGC 71-0655, 6 May 1971) regarding claims in- volving the losses of funds which were previously submitted to the Bca rd of Review for Shortages & Losses and should now be directed to the Claims Review Board. e lauses in Housing Rental Agreements C/CCS sent us a memo dated 2 June 1971 on this subject. Report of Departees /Returnees To be of maximum value to those offices that have an interest in seeing a senior departee or returnee, our consolidated notice should leave enough lead time for the making of desired appointments. Some of your reports reach us one or two days before a COS or DCOS is scheduled to depart. Please, therefore, give us earlier notice of departure or arrival dates. h. Security Violations - May 1971 We did much better in May, accumulat- ing only 12, the lowest for any month this year. EUR-3, WH-2, CI, DO, FE, FI, MPS, NE, and TSD-1 each.
