Items of interest from the DDP Staff Meeting: a.I Mr. Karamessines announced that we received word 25X1A yesterday that died of a heart attack in the late evening of 12 April. Earl was an unusual fellow and went from messenger in the old OCD in June 1949 to Chief of Station. He was 47 and a graduate of 25X1A Howard University. b. QPersonnel Requirements Mr. Karamessines announced 25X1A that at this point we are 38 officers short of our requirements for for this fall. He said the 38 will have to be identified by 31 October. He still would like to select from among volunteers but is prepared to direct assignments if that is necessary. In the discussion, Mr. Karamessines said that the CS may have to begin sending officers on a second tou 25X1A since medical holds and personal problems are taking a toll. will be sending you vacancy lists so that your officers can see what is required and perhaps volunteer. Advanced Operations Course The next running of this course, 10 May to 2 July 1971, has only 8 candidates at this time against a quota of 24. Mr. Karamessines reported that he found the recent class enthusiastic over the course which is designed principally for people who are scheduled to go abroad again. He urged component chiefs to concentrate on filling the quota. d. Senior Management Course announced that from 2 to 7 May this course will be given at This is the only running of this course this year and Mr. Karamessines fully supported Pete's request for candidates, saying that he felt all branch chiefs would profit from this instruction. Pete said a telephone call tol on x2826 will get immediate enrollment. 3. Items of interest from the DDS Staff Meeting: a. Language Development Program DD/Training, reviewed the history and current status of the language development program, starting with the Director's declaration in February 1966 that the Agency must go forward with an aggressive program to acquire useable languages. Within the CS at this time, Al pointed out there are 1, 990 people with 2, 895 languages ranging from elementary to native. The CS has identified 205 jobs where a specific language is required and 594 general language requirements not attached to a particular job. During all of 1970, the Agency added to its language skills bank 154 new people possessing 15 languages and during that same period 135 on board people acquired at least an elementary knowledge of 19 languages. Also during 1970 the Agency lost 226 people with 375 skills in 32 languages. Among these losses were 83 persons who possessed native or high levels. As a general observation, Al remarked that it is unlikely we will be bringing on board too many people with foreign language skills in the native or high level. Management simply must stay with this program to achieve the stated objectives. b. Wives and Families of Vietnam Assignees Recently two senior support officers were in Saigon on TDY. A number of Vietnam station officers reflected unhappiness and disappointment in the lack of interest shown their families on the part of their Agency colleagues, the families remaining in the Headquarters area. The feeling was expressed that once the sponsor departed for Vietnam, families and associates seemed to drop the family regardless of the closeness of relationships earlier on. Mr. Coffey has asked the heads of Support offices to do what they can to keep in touch with separated families, At his Staff Meeting this morning, Mr. Karamessines fully supported Jack's suggestion and asked component chiefs to make a point of having their offices do likewise. Finance Conference Tom Yale announced that plans are now firm for a conference of Finance people0 on 2, 3 and 4 June. The program will include evening seminars on 2 and 3 June to permit Finance Officers to participate in the seminars even though they will not be able to attend all of the day sessions. a. Shipment of Foreign POVs Bob Tegethoff of INR/State tells us the proposed change to 6 FAM 165.2 to require possession and use of a foreign made POV for 90 days to qualify for shipment from overseas to the U. S. has been coordinated with all Bureaus without objection. The change will probably be made effective by or before the end of April 1971. 25X1A 25X1A b. Credit Union Accounts Insured Some of you may have missed the announcement that effective 18 January 1971 all Credit Union accounts are insured for not to exceed $20, 000 each. This insurance is required by law, is provided by the National Credit Union Administration, and is similar to that provided by the Federal Deposit Insurance Corporation on savings accounts in commercial institutions. In response to another question we received recently, the Credit Union may not invest in common stocks. By law it may invest only in obligations fully guaranteed by the U. S. Government such as "Fannie Mae" obligations. c. Retirement Party There will be a retirement party for Robert D. s manager of at 5:30 - 7:30 p.m. on Wednesday, 21 April 1971 in the Executive Dining Room, Headquarters Building.
