a. Director of National Estimates Mr. Coffey announced
will be retiring 16 April and will be replaced by his
Deputy, John W. Huizenga.
b. VIP Mr. Fisher reported that as of Tuesday morning, Personnel
has received 1, 100 requests for the brochure and prospectuses on the

c. who has been the Regional
Medical Officer in has been designated the Chief of the Selection
Processing Division, OMS, in Rosslyn. This is the position
had before his recent assignment to Headquarters.

a. Personnel Changes Toda completes almost 7 1/2
years as SSA-DD/S. Tomorrow he becomes Executive Officer to the DD/S to
replac who is off to Saigon until mid-August. and
I assume our new positions effective tomorrow.

b. Shipment of Foreign Made Vehicles We have just learned that
State is proposing to tighten up the provisions of 6 FAM 165. 2 to provide
that the cost of transporting a motor vehicle from an overseas post of
assignment to the United States is allowable only when the motor vehicle has
been in the possession of the employee, or a member of his family authorized
to travel and used at the overseas post of assignment for a_.minimum of 90
days prior to the employee's date of departure from post. State has found
there have been instances of employees , upon receiving notification of
reassignment to the U. S. , ordering a new foreign made vehicle. In another
instance an employee who had returned to the U. S. requested approval for
the shipment of a new car from at government expense. We have
sent copies of the proposed revision to the Chairman of the Travel Policy
Committee.
c. Use of American and Foreign Airlines State is coordinating a
revision to 6 FAM 134 which would align their regulations with those of
other government agencies; eliminate the penalty provision now in 6 FAM 134;
greatly reduce the number of travel disallowances; and permit more indirect
travel on foreign flag air carriers than is now permissible. The Travel
Policy Committee has this proposal and will probably recommend that our
regulations conform to whatever State agrees on.
d. Mode of Travel Effective 15 March 1971, State has revised
6 FAM 130 which encourages the use of air transportation for the performance
of official travel and discourages travel on time-consuming freighters. The
Travel Policy Committee will probably recommend a similar change to our
regulations.
e. Proposed Allowances Changes As a result of the Macomber Task
Force No. 5, State will soon ask that the Congress amend certain overseas
differentials and allowance provisions. There are a couple of immediate
interest to us, the first being an extension of educational allowances to include
kindergarten. State points out that the majority of the 5 year old children in
the U. S. attend public kindergarten and that Federal employees assigned
abroad should receive allowances to send their children to kindergarten as
they do for classes 1 through 12. Another item of great interest is the pro-
posal to increase the educational travel allowance to permit one round trip
per year between a foreign point and the U. S. to obtain undergraduate college
or other public secondary education. You will note the proposal would be to
extend benefits to employees whose children do not attend college but who are
in other useful and legitimate courses of study such as nursing, technical or
vocational schools.

g. Approval of Optional Equipment for Vehicles You should have
which authorizes your Chief to redelegate to you approval for
optional equipment for vehicles.
h. Retirement Legislation Harry Fisher tells us that it is unlikely
the Civil Service Commission proposed legislation to liberalize the Civil
Service Retirement System will become law before 31 May 1971. This is
the proposal to compute annuities on the basis of the last CLI or at date of
retirement, whichever is greater. Unless some arrangement can be made
for the Agency and State to submit similar bills for consideration at the
same time the CSRS change is being debated, we could again have the
awkwardness of being able to apply the benefit to our participants in the
CSRS but denying it to our participants in the CIARDS until a later date.
Harry feels that CIARDS participants should not gamble that our Act will
be amended concurrently with the CSRS and that they should plan on the
31 May 1971 date for retirement if that is of interest to them.
i. Distribution of Minutes of Support Chiefs' Meetings We believe
the minutes of our meetings provide a useful reference for you on many of
the items we discuss. The fact we send them "Eyes Only" to you is to
enable you to control the use within your component. We feel you should
not hesitate to share them with your staff, or if you wish, to excerpt for
your various sections those items which might have continuing value to
them as a point of reference.
j. The Washington Post this morning carried an
item tha has died of a heart attack. General
as a member of the Board of National Estimates and later served
for several months as Assistant Director for Personnel.
k. Approval Authorities in Clandestine Service We have given you
revised pages 5 & 6 of Part "A" and the same pages from Part "B" together
with pages 3 & 4 of the Headquarters Addendum to reflect the addition of
travel for medical reasons to the "Approval Authorities" paper prepared by
SSA/DDS.

1. Meeting at Department of Agriculture on Financial Systems
On 15 March 1971 a member of the Analysis and Liaison Staff, Office of
Finance, visited the Department of Agriculture to review some of their
ADP accounting procedures, especially related to optical scanning techniques.
One item of primary importance was revealed when it was discovered that
the Department of Agriculture had received specific authorization (based on a
revised 2 February 1970 GAO regulation ) to report time and attendance to
their ADP system on an exception basis. OF is exploring the feasibility and
possible advantages of such a procedure for the Agency, particularly for
field units.
m. Promotion of "S" Careerists The DD/S has recently approved
promotions to GS-14 for
