2. Items of interest at the DDP Staff Meeting:
a. Fitness Reports The Evaluation Boards are meeting now and
find that in many cases that current fitness reports are not in the folders
of employees they are dealing with. I directed that each
component chief look at this problem in their area and assure that
delinquencies are corrected immediately.
b. UBLIC Changes the DDP member of the GEHA
Board of Directors, briefed the DDP Staff Meeting on the recent change in
UBLIC coverage approved by the Board. Basically these changes are:

Heretofore, retirees who had the UBLIC policy for 10
years or more, could carry into retirement up to $5, 000
of UBLIC coverage for which they would pay a premium of
50~ per month per $1, 000 until age 60, and no premium
after age 60. At age 70 this coverage would be reduced
by 50 percent.

(2) For a retiree under age 60, the Board has now approved,
effective 5 March 1971, the carrying of the face value of
his UBLIC policy until he reaches age 60, provided he had
the policy for 10 years or more at time of retirement.
During this period he would continue to pay the regular
premium. At age 60, the policy would be reduced to not
more than $5, 000 and premiums would cease. At age 70,
the coverage would be reduced by 50 percent.

ran a 10-minute narrated slide presentation of the concept for providing
staff communications by satellite,
c. Preparation of Fitness Reports for Senior Officers In
connection with DDP's memorandum on this subject dated 2 March 1971,
discussed some of the mechanics of getting fitness reports
for station chiefs back and forth and the need for prompt action to
insure deadlines are met.

retirements under the CSRS, omits the requirement that annuities be
reduced 2 percent per year for all years the retiree is under age 55.
There is no such requirement for involuntary retirements under CIARDS.
e. National Civil Service League Career Service Award
Dr, R. Jack Smith, the DDI, has been selected to receive the National
Civil Service League Award this year. This is the same award that

will be an Employee Bulletin on the subject. The Deputy Director for Plans

f. Retirement Legislation Last week we gave you some notes on
the draft bill of the Civil Service Commission to liberalize the Civil Service
Retirement Act. From a closer reading of this proposal we find that the
Commission is not proposing a simple addition to a person's annuity in the
amount of the last cost-of-living increase. Rather the proposal is that a
retiree not be penalized if he did not retire immediately preceding the
granting of a cost-of-living increase. As an illustration assume that a
person retiring on 31 May 1971 had accummulated an annual annuity of
$10, 000. If a 4 percent CLI were granted effective 1 June the $10, 000
annuity would be increased to $10, 400. Let's assume this same person
was not able to retire on 31 May but retired 30 June 1971. Under present
law the $10, 000 annuity at 31 May would be increased ever so slightly by
giving credit for the one extra months service. The proposed law would
enable the Civil Service Commission or the Agency for CIARDS annuitants
to establish the annuity at the $10, 400 figure. To further illustrate, if the
same person retired 12 months after 31 May 1971, the annuity computed
as of 31 May 1972 would be greater than the $10, 400 figure and the retiree
would receive the amount of the annuity computed for 31 May 1972.
g. Security Violations - February 1971 The CS had a total of 23
25X1A violations: FE - 6; AF, SB - 5; WH - 3; CA, FI,O TSD - 1; all others
had none.
h. Credit Union About a week ago the Credit Union raised the limit
on unsecured (signature) loans from $1, 500 to $2, 500 for anyone who has
been an employee for at least three years.
i. Overseas Distribution of Federal Length of Service Emblems
Please be sure you observe the cautions outlined in DDP/OP's memo
dated 4 March 1971 to the CS Chiefs of Divisions and Staffs, subject as
above.
j. Reimbursement of Real Estate Expenses Under BOB Circular
A-56 We have reproduced for you an important OGC opinion on this
subject, dealing with real estate purchases at a newl station
in advance of official decision that a PCS move is authorized.
