b. Educational Travel - 45 Day Rule. When we got out on
9 December, we got questions on whether the 45 day rule in Standardized Regulations
could be waived. As you know this SR requires a dependent child to be
outside the U. S. (not just at post) for 45 consecutive days before being eligible for
the educational travel allowance. We verified with Charlie Brown, Chief of the State
Department Allowances Division, that this rule simply is not waivable. It has the
force and effect of law, being based on the Overseas Differential and Allowances
Act (PL 86-707) through which the President by Executive Order authorized and
directed the Secretary of State to exercise the statutory powers of the President.
e. Black and Red Line Telephone Directories. We have given you a copy of
DDP's approval of our recommendation to spread the labor in destruction of these
directories.
f. Elimination of Circular Airgrams. We have reproduced for you a copy of
State CA-5412 which announces that effective 1 January 72 the CA number series
will be eliminated. Instead, outgoing telegrams will be serially numbered beginning
with A-1.
g. Security Violations - November. Of the 20 security violations for November,
NE had four; SB and WH each had three; AF, CI, FI and TSD each had two; and CA
and FE had one each.
h. Holiday Tube Service. On 17 December the pneumatic tube system will
25X1A shut down at 4:30 p. m. will arrange for mai 1 deliveries to you as you
request for the afternoon of 17 December. On 23 December it has been agreed that
the tubes will be closed at 2:00 p.m. and Harry is sending around a notice to this
effect to provide for needed mail deliveries on that afternoon.
