Several employees have recently mentioned to me that, when their personal effects arrive home from overseas, they are required to charge the time taken in supervising the unloading of this equipment to Annual Leave. I am aware of this regulation, but would like to suggest that the regulation be reviewed, with the thought that these persons have gone overseas in fulfillment of their duties, and have taken certain personal effects with them in order to give their quarters the characteristics of their own way of life, which they should reflect. It is my impression that the State Department does not charge Annual Leave for the supervision of the unloading of personal effects when they arrive at the Post overseas. 2. I would like to suggest that the return of a person's effects to the local residence, and the unloading of same, are a normal part of the assignment. It is important for employees to be present when their effects arrive, in order to note various items that are damaged or missing.
